This individual will be expected to provide expertise and participate in the following activities: Implement Integrated Justice Portal standards related to application technologies, including UI standards, development methodology, and coding and style guides.

Act as the primary technical liaison with technical infrastructure teams to resolve problems and implement solutions to technical issues impacting application performance.

Work with the CTO and the EA Board to research and evaluate new technological trends, while sunsetting outdated technology.

Work with the project team to perform oversight of activities such as performance test planning and execution, system failover planning and execution, and deployment planning and testing.

Provide the analysis, design, and code review of enterprise applications using Java/.NET, JavaServer Faces/Bootstrap, XML, IBM Portal/WebSphere Application Server (WAS), Red Hat JBoss Server, and Microsoft Server development software.

Perform oversight of development activities which may include data analysis, data access, data manipulation, preparing logical database models, testing and implementation.

Prepare Build of Materials, Software Architecture Documents, Performance Test Plans, status reports to upper management, review technical designs, and non-functional requirements, etc.

Provide technical guidance to Application Development teams.

Software Architect

Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large-scale software system.

Expert 84 Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field. 84 months experience designing and implementing highly available and scalable multitier applications using Object Oriented or Service Oriented Architecture involving data structures, algorithms, software design and design patterns.

84 months experience in creating architectural, technical designs and developing J2EE applications to run in IBM WebSphere or Red Hat JBoss servers.

60 months experience with designing and implementing SOAP and REST web services (both JSON and XML).

48 months experience in identifying, reviewing and resolving application and database design and performance issues.

48 months experience with developing Proof of Concept applications and performing code reviews.

48 months experience with UX and UI design.

48 months experience with technical diagrams like network, ER and deployment.
