Scope of Services:

Candidate supports continued business systems improvements related to the Financial Management Suite of Systems (FM) as they are used to support the Office of Work Program and Budget (OWPB). Provides detailed guidance and support for modernizing existing legacy applications and reporting environments.

Provides application design, architecture, and system integration recommendations based on OWPB

information technology strategy and the Office of Information Technology strategic plan. Must be able to

liaison between team members, customers, management, and Office of Information Technology (Client) in

supporting OWPB and enterprise technical needs. Provides guidance in decision making on high-level design choices and technical standards, including software coding standards, tools, and platforms. Develops and coordinates the definition, prioritization, coding, and testing of system changes and enhancements. Must be able to use a variety of platforms, ranging from old to state-of-the-art, to provide automated systems applications to customers. Act as an internal consultant, advocate, mentor, and change agent to team members and the office. Collaborates with OWPB leadership and Client to develop tactical strategy in the planning, design, implementation and maintenance of dimensional data models and data marts.

Primary Job Duties/ Tasks:

The submitted candidate must be able to perform the following duties and/or tasks:

Perform in-depth analysis of the existing inventory of assets to determine modernization approach.

Produce end-state solution mockups based on analysis of modernization approach for applications and reports.

Provide architecture guidance on state-of-the-art technical configurations and provide oversight to

quality assurance on all code enhancements.

Design and implement state-of-the-art applications to support OWPB and other direct stakeholders.

Triage and address maintenance and enhancement requests for applications owned by OWPB.

Provide hands-on support to peers, coach, guide, and mentor others in accomplishing architecture,

design, and implementation goals.

Drive continuous modernization; may include design, definition of roadmaps, standardization of

processes and methodologies; collaborate with other developers and architects to drive guidelines,

methodologies, and documentation.

Initiate, drive and deliver effective experiences in partnership with distributed cross-functional teams to ensure all aspects of the architectural vision are communicated, supported and delivered to the highest standards; align core .NET based platform development initiatives with Department development vision, strategy and deployment

Develop and apply knowledge of trends, relevant software development technologies and methodologies

Provide data model planning, design, implementation, and maintenance guidance to transform legacy transactional reporting environment into time-based data models to support the office's business needs for multi-dimensional data analysis.

Experience:

15 years as a software architect or lead developer.

15 years of broad experience working with development technologies including Microsof t .NET, (C#,

VB.NET), ASP.NET/MVC, WCF/Web API, ASP.NET Web Forms, JavaScript f rameworks (Angular, Knockout, and others), REST, XML, JSON, HTML, and CSS.

Knowledge and understanding of FDOT architecture, applications systems design and integration, dimensional data modeling, and Power BI are highly desired.

The submitted candidate must be able to apply common knowledge, skills, and abilities in the following areas:

Advanced knowledge of Object-Oriented Programming.

Advanced knowledge of design patterns, performance issues and troubleshooting strategies within Azure SQL Server and T-SQL.

Skilled in the use of multiple development technologies including Microsof t .NET, (C#, VB.NET),

ASP.NET/MVC, WCF/Web API, ASP.NET Web Forms, JavaScript frameworks (Angular, Knockout, and others), REST, XML, JSON, HTML, and CSS.

Skill in architecting and deploying high volume, high transaction based, distributed and redundant web applications.

Skill with Relational Database Management Systems (RDBMS) including IBM DB2, Oracle, and Microsoft SQL Server.

Skill in Dimensional Modeling, including knowledge of key concepts used in development of star schemas.

Skill in Power BI/Dataflows with integration to Azure SQL Server.

Advanced knowledge of development methodologies including waterfall and agile.

Ability to prepare computer program test plans and to create test databases and test environments.

Skilled in verbal and written communication, interpersonal, conflict resolution, and customer service

Ability to balance multiple demands and work both independently and as part of a team.

Ability to conduct complex systems analysis and translate user requirements into business solutions.

Ability to integrate research and best practices into problem avoidance and continuous improvement.

Ability to display professionalism in dealing with all levels of management and staff

Ability to exhibit creativity and resourcefulness at problem solving while collaborating and working

effectively with others across varied disciplines.

Ability to develop and manage information systems documentation in accordance with the Department's standards.

Preferred (but not required) KSAs

Knowledge of the Florida Accounting Information Resource (FLAIR) system and budget management

Knowledge of the Florida Department of Transportation Financial Management (FM) system, including Project Costing, Work Program, Federal Aid and Federal Billing subsystem details and interfacing methods.

Knowledge and specific experience with accounting or financial related systems.

Ability to migrate and translate processes between Mainframe based technologies to .Net

Knowledge of mainframe computer systems and supporting software such as Customer Information

Control System (CICS), Time Sharing Option (TSO), and Interactive System Productivity Facility (ISPF)

Ability to architect state-of-the-art cloud-based applications leveraging PaaS (Platform as a Service) and IaaS (Infrastructure as a Service) offerings for leading vendors such as Microsoft Azure.
