MVP Consulting Plus, Inc. (Albany, NY) seeks Business Analyst to oversee the requirements analysis effort related to implementation of Integrated Eligibility Systems projects, including SNAP, HEAP, PA, Child Care, and Financial Management programs involving eligibility enrollment, case management, and payment functionality. Coordinate across internal IES divisions (PMO, Business, BA/QA/OCM/Training, Technical, and Operations) and apply systems optimizing methods to inform decision-making and policy formulation on the IES level. Use statistical analysis, simulations, predictive modeling, or other business analysis tools to analyze information and develop practical solutions to business problems. Use computer software, databases, and statistical packages to evaluate courses of action for the various projects mentioned above. Lead the IES business analyst work efforts to identify as-is and to-be IES system requirements and design. Utilize the IES prescribed business analysis methodology, processes, toolkit and tools including but not limited to context diagrams, process flows, use cases, requirements traceability matrix, user interface specifications and mock-up. Oversee requirements-gathering validation and rationalization processes. Review work products to ensure system planning, design, and delivery are in line with business needs. Liaise with relevant stakeholders, including agency and local district subject matter experts, users, and executive teams to ensure business needs are met. Evaluate project timelines and priorities.

Requirements

: Bachelor's degree or foreign equivalent in Computer Science/Computer Engineering, Statistics, or a related technical field. Five (5) years of progressively responsible post-baccalaureate experience in business analysis/system analysis/data analysis, including experience in requirements analysis with a focus on quality assurance and adherence to SDLC policies, and using requirements management tools such as Agile, Scrum, DOORS, RTC, Rational Requisite Pro, and MS Visio.
