Position Description
The City of Seattle has a unique opportunity for someone looking to develop ground-breaking public interest technologies to solve one of the biggest issues facing local governments—affordability. Seattle Information Technology (Seattle IT) is seeking candidates for a Business Systems Analyst (BSA) position within the Applications Division who is responsible for coordinating the successful buildout and stabilization of a new digital tool that supports affordability programs at the City. The right person will successfully translate roadmap features and business requirements into detailed plans that align with the Seattle IT ecosystem of products and capabilities. This position will work together with a cross-departmental team including the Affordable Seattle Product Manager and the CiviForm Software Developers to build a tool that improves residents’ experience when seeking affordability services and programs.
The successful candidate should be passionate about public interest technologies, continuous process improvement, and creative problem-solving to improve the lives of Seattle’s residents.

Job Responsibilities
In this role you are responsible for the overall stability of CiviForm within the City of Seattle ecosystem. You will identify, recommend, and document specific business and technological requirements and opportunities for the organization using tools such as software fit/gap analysis, functional specifications, preliminary and detailed business requirements, use cases, software requirements and process and workflow diagrams. Furthermore, you will organize the overall delivery of enhancements, fixes, and other maintenance activities in a project leader capacity. You will collaborate with an inter-departmental team including Innovation and Performance, software development, privacy, and security teams among others. In this role you will plan, and lead user acceptance testing and create user reference guides, training materials and conduct user training sessions.
Here is more of what you’ll be doing:
Ensure that resident needs and business goals are reflected in the recommended enhancements and solutions.
Identify and recommend solutions to operational problems through implementation of new software systems, integration of business processes into existing applications, and evaluation of workflow processes of the organization.
Translate roadmap features into timelines and tasks.
Lead the integration of CiviForm into Seattle IT service management systems; including, Service Hub and appropriate application lifecycle management tools, such as Azure DevOps.
Facilitate ongoing applications maintenance and support by leading the application intake process for user-generated requests and incidents. Triage and prioritize requests and incidents in collaboration with the Product Manager and facilitate resolution plan.
Develop test plans, build test data, and test new or enhanced application functions. Lead user acceptance testing and summarize results.
Provide support to users by developing user procedures, training materials, and conducting user training.
Develop and deliver progress reports, proposals, requirements documentation, and presentations.
Communicate requirements, enhancements, and opportunities to all levels of the organization.
Ensure broader, open-source community is informed of City of Seattle’s priorities and upcoming enhancements.
Coordinate deployment timelines with relevant Seattle IT teams; including, Digital Engagement, Cloud-based Technologies, Identity Management, Security, Privacy, and Client Engagement.
Qualifications
About you:
Have an interest in poverty alleviation; experience volunteering or working in a community-based setting is a plus
Self-motivated and able to work under minimal supervision
Collaborative and adaptable to changing requirements, preferring regular interaction with colleagues and stakeholders to lengthy periods working in isolation
Experience with a wide range of IT technologies to support complex business operations
Required Qualifications:
NOTE:
Equivalent combinations of education/experience/training will be considered for the required qualifications except where specifically noted.
Five years of experience as a business systems analyst and/or data analyst.
Experience with open-source applications, including gap-fit analyses, capabilities. assessments, design, configuration, and testing.
Experience developing requirements, design, and technical specifications for digital services.
Experience with data analysis and presenting data results at a management level, including development of dashboards, charts, etc.
Good general knowledge of database structures and tools (such as SQL, Oracle, MS Access, etc.), including the ability to design and execute queries.
Ability to manage scope as it pertains to areas of responsibility and keep the project manager and supervisor informed of changes and impact to assigned projects.
Ability to work independently while maintaining appropriate communications with supervisor about progress and issues.
Ability to manage time well to meet project milestones.
Good communication skills, including strong writing skills (spelling, grammar, and clarity). Able to communicate with both technical and business staff.
Ability to effectively work in a multi-cultural workplace with a diverse customer base.
Possibility of providing after-hours support for software releases and system recovery. should CiviForm expand to encompass business critical processes.
Desired Qualifications
Bachelor’s degree in information technology, information systems management, business administration, computer science, computer technology or equivalent field or experience.
Experience working with web applications, cloud-based databases, and identity management.
Experience leading user acceptance testing and usability studies for technical and non-technical users.
